Old Japanese spill as pieces of wood shavings for lighting attached with sulfur at the edge, like matches, called ‘Tsukegi’, tied up with straw as a set, used before 1940s as pre-war time in Japan (but exceptionally used until 1960s in some local area). Very scarce folk tool today, and moreover very beautiful object as is.
